In the 1990s, land in southwestern San Joaquin County began a slow and deliberate transformation. Three decades later, the change culminated in the incorporation of Mountain House, California’s 483rd city. “It was always thought that Mountain House would become a city. It was just a matter of when,” says Jodi Almassy, deputy city manager of the community of 25,000. “The residents ultimately voted to incorporate in 2024.”
